Just to have a licensed electrician in your service is not sufficient because by law the full responsibility is only dealt with properly when the electrical installation`s design and specification, drawings, certificates of compliance and the final safety report by the Statutory Competent Person is also in place. Otherwise the CEO or his delegated manager will takes responsibility in the case of a fatal or serious electrical accident or insurance claim for a factory burned down due to electrical fault.
Regulations also specify minimum protection for an electrical installation is to have over- voltage, under-voltage, over-current, phase loss, arc protection and over temperature protection.
